Polisi Zanzibar Kuwahoji Watu 34 Wanaotumia Lugha ya Matusi Katika Mitandao ya Kijami



JESHI la Polisi Zanzibar limetoa tahadhari kwa watumiaji wa mitandao ya kijamii ambao wanaitumia kwa kuwatukana viongozi wa kitaifa, huku likiwa na orodha ya watu 34 ambao wanatarajiwa kuhojiwa zaidi kutokana na matumizi mabaya ya mitandao hiyo.

Kauli hiyo imetolewa juzi na Naibu Mkurugenzi wa Makosa ya Jinai Zanzibar (DCI), Salum Msangi alipokuwa akizungumza na waandishi wa habari katika Makao Makuu ya Polisi Zanzibar.

Alisema hivi sasa baadhi ya watu wanaitumia mitandao hiyo kinyume na maadili jambo ambalo linaweza kusababisha chuki na uhasama na kwamba ni kinyume na maadili ya wananchi wa Unguja na Pemba.

Msangi alisema jeshi hilo linakusudia kuwahoji watu 34 wanaotumia mitandao hiyo ya kijamii kwa kuhamasisha vurugu pamoja na kutoa lugha za matusi kwa viongozi wa Zanzibar, jambo ambalo ni kinyume na sheria pamoja na utamaduni wa wananchi wa Zanzibar.

Alisema mara baada ya kufutwa kwa uchaguzi Mkuu wa Zanzibar uliofanyika Oktoba 25, mwaka jana, kumejitokeza baadhi ya watu na vikundi mbalimbali vinavyotumia mitandao ya kijamii kwa kuandika maneno ya matusi au kutoa video za kuzungumza zenye lugha ya matusi kwa kuwatukana watu mbalimbali hasa viongozi wa kitaifa.

“Tayari orodha ya watu hao imeshapatikana na hadi sasa Polisi inamshikilia kwa mahojiano na uchunguzi mtu mmoja ambaye anatuhumiwa kutoa moja ya video hizo zenye lugha ya matusi dhidi ya Rais wa Zanzibar na Mwenyekiti wa Baraza la Mapinduzi, Dk Ali Mohamed Shein,” alisema.

Aidha alisema kuwa uchunguzi wa kitaalamu na kisayansi unaendelea na ukishakamilika jalada litafikishwa kwa Mkurugenzi wa Mashtaka (DPP) kwa ajili ya kulisoma na kulifikisha kwenye hatua zinazofuata.

Msangi alitoa tahadhari kwa wale wote wanaojihusisha na vitendo hivyo kwani kutumia lugha za matusi ni kosa lililoainishwa kisheria kwenye sheria ya kanuni ya adhabu, yoyote atakayetenda kitendo hicho atakamatwa na kufikishwa mbele ya vyombo vya sheria, bila ya kujali limetolewa mahali gani au wakati gani.

Hata hivyo alisema kuwa wapo watu wanaodhani kuwa demokrasia ni uhuru wa kuwatukana viongozi, jambo ambalo sio sahihi na halikubaliki kisheria na kinyume na maadili ya wananchi wa Tanzania ambao wamejengwa na utamaduni wa kuheshimu watu.

Msangi ambaye pia ni Kamishna Msaidizi wa Polisi Zanzibar, alisema orodha ya watu wanaojiuhusisha na vitendo hivyo wanayo na wataendelea kukamatwa mmoja baada ya mwingine na kuchukuliwa hatua zinazofaa kwa mujibu wa sheria.

Hivi karibuni wakati wa maadhimisho ya Siku ya Sheria, Rais wa Zanzibar Dk Ali Mohamed Shein alikemea tabia iliyojitokeza sasa ya matumizi mabaya ya mitandao.

Uteuzi wa Kamanda Maalumu wa Polisi Kikosi cha Bandari waja kukomesha majipu Bandari

Jeshi la Polisi Tanzania wakati wowote kuanzia sasa linaweza kumteua Kamanda Maalumu wa Polisi Kikosi cha Bandari, ikiwa ni utekelezaji wa agizo la Rais John Magufuli la kulitaka Jeshi la Polisi nchini kulinda Mamlaka ya Usimamizi wa Bandari Tanzania (TPA).Mapema wiki hii, Rais 


John Magufuli aliagiza Jeshi la Polisi kurejesha huduma za ulinzi katika bandari hiyo ambayo ilikuwa ikilindwa na Polisi Maalumu wa Bandari.
Akizungumza jana , Inspekta Jenerali wa Jeshi la Polisi (IGP), Ernest Mangu alisema tayari askari wake wapo bandarini wanalinda maeneo yote muhiumu.Kuhusu hatma ya askari waliokuwa wakilinda bandari hiyo ambao ni Polisi Maalum wa TPA, IGP Mangu alisema watafanya nao kazi kwa pamoja kwani hata sheria iliyounda Jeshi la Polisi linawatambua ‘Auxiliary Police’ kuwa ni sehemu ya Jeshi hilo.

Mwalimu Mkuu Ashushwa Cheo na Kukamatwa na Takukuru Kwa Rushwa ya KUKU


Mkuu wa Wilaya ya Bukombe mkoani Geita, Amani Mwenegoha amemvua wadhifa wake Mwalimu Mkuu wa Shule ya Msingi Sinamila, Mashaka Lusotola na kumrudisha kuwa mwalimu wa kawaida.

Hatua hiyo ilikuja baada Mwenegoha kubaini kuwa walimu wa shule hiyo wamekuwa na tabia ya kuwaagiza kuku, wazazi wanaowaandikisha wanafunzi wa darasa la kwanza.

Mwenegoha alichukua maamuzi hayo, baada ya kuthibitisha kuwa mwalimu huyo mkuu, ameshindwa kudhiti tabia hiyo ya walimu walio chini yake.

Akizungumzia kusimamishwa kwake, Mwalimu Lusotola alisema amefurahi na kufananisha adhabu hiyo na kumpiga teke chura.

Tayari mwalimu huyo amekamatwa na Taasisi ya Kuzuia na Kupamaba na Rushwa (Takukuru), leo anatarajia kwenda kuandikisha maelezo, huku akisisitiza kuwa hajaomba kitu chochote kwa wazazi.

Uchaguzi Mameya Kinondoni na Temeke sasa Kurudiwa

Uchaguzi wa umeya katika Manispaa za wilaya za Temeke na Kiondoni utarudiwa baada ya kugawanywa na kuzaa wilaya za Ubungo na Kigamboni.
Akizungumza na waandishi wa habari mjini Dodoma jana, Waziri wa Nchi Ofisi ya Rais (Tamisemi), George Simbachawene, alisema Rais John Magufuli ameridhia kuanzishwa kwa wilaya hizo pamoja na mkoa mpya wa Songwe.
Aidha, alisema ameridhia kuanzishwa kwa wilaya mpya ya Kibiti (Pwani), Malinyi (Morogoro) na Tanganyika (Katavi).
Alisema mchakato wa kuanzishwa kwa maeneo mapya ya utawala ulihitimishwa kwa kutolewa na tangazo la serikali kwa GN 69 ya Januari 29, mwaka huu, ya kuanzisha kwa mkoa wa Songwe na GN namba 68 ya kuanzishwa kwa wilaya za Songwe, Kibiti, Ubungo, Kigamboni, Malinyi na Tanganyika.
Simbachawene alisema Mkoa wa Songwe umeanzishwa kwa mujibu wa sheria, hivyo hivyo kwa wilaya za Songwe, Kibiti, Ubungo, Kigamboni, Malinyi na Tanganyika.
Kuhusu uchaguzi wa Meya wa Jiji la Dar es Salaam, alisema utarudiwa Februari 8, mwaka huu.
Alisema baada ya kugawanywa kwa wilaya hizo ni dhairi kuwa, baadhi ya madiwani itabidi wakae kwenye halmashauri zao ambazo zinaanzishwa.
Alisema hivi karibuni atateua wakurugenzi wa halmashauri hizo na baadhi ya watendaji muhimu.
Simbachawene alisema amewaagiza wakuu wa mikoa wote ambao katika mikoa yao imeanzishwa wilaya mpya kufanya maandalizi muhimu ili kuwezesha mikoa na wilaya hizo kuanza rasmi.
Katika agizo hilo, ameweka mkazo uwekezwe kwenye upatikanaji wa majengo ya ofisi na huduma muhimu ili kuweka mazingira ya shughuli za kiutawala kuanza kufanyika katika maeneo hayo ya kiutawala.

Mbowe Na Zitto Kabwe Wazika Rasmi Ugomvi Wao Wa Muda Mrefu

Uhasama  uliodumu kwa muda mrefu kati ya Mbunge wa Kigoma Mjini, Zitto Kabwe (ACT-Wazalendo) na Mwenyekiti wa Chama cha Demokrasia na Maendeleo (Chadema), Freeman Mbowe sasa ni wazi unaonekana kumalizika.

Hali hiyo inatokana na viongozi hao kwa nyakati tofauti jana kuweka ujumbe kwenye mitandao yao ya kijamii ya facebook na twitter, ambao unaonyesha kila mmoja akijutia makosa yake na kutaka waungane kwa ajili ya kutetea masilahi ya taifa.

Tangu kuanza kwa mijadala mbalimbali bungeni mjini Dodoma wiki iliyopita, Mbowe na Zitto wameonyesha kukubaliana katika misimamo yao na hivyo kuzua maswali kwamba huenda mbunge huyo wa Kigoma Mjini anataka kujiunga na Umoja wa Katiba ya Wananchi (Ukawa).

Mbowe ambaye pia ni kiongozi wa kambi ya upinzani bungeni, akiwa na Zitto wiki iliyopita waliwaongoza wabunge wengine wa Ukawa kususia kikao cha Bunge kupinga hatua ya Serikali kusitisha matangazo ya moja kwa moja ya Bunge kupitia Shirika la Utangazaji Tanzania (TBC).

Baadaye viongozi hao pamoja na Mwenyekiti wa Chama cha NCCR Mageuzi, James Mbatia, waliitisha mkutano na waandishi wa habari kueleza umma ambavyo Serikali inarudisha taifa katika zama za udikteta kwa kuzuia haki ya wananchi kupata habari.

Katika kikao hicho cha Bunge, Serikali kupitia kwa Waziri wa Habari, Sanaa, Utamaduni na Michezo, Nape Nnauye, ilitoa taarifa kuwa wanasitisha matangazo hayo ya moja kwa moja ili kubana matumizi ya Serikali yanayofikia zaidi ya Sh bilioni nne kwa mwaka.

Katika ukurasa wake wa facebook na twitter jana, Zitto alinukuu ujumbe wa Mbowe  ambao ulitafsiriwa kwamba ni hatua ya kiongozi huyo wa upinzani kutaka kumaliza tofauti zake za kisiasa na mbunge huyo.

“Kushirikiana na Zitto si jambo la ajabu kama ambavyo umeona tukifanya. Yapo majeraha mengi ambayo tumeyapitia pande zote (Chadema na Zitto) ambayo huwezi kuyatibu kwa siku moja. Yapo ambayo yatapona kulingana na muda. Unaweza kumfanyia mtu kitu kibaya, lakini baadaye ukatambua kuwa umekosea. Chochote katika siasa kinawezekana,” aliandika Mbowe.

Jana kupitia ukurasa wake wa facebook, Zitto ambaye pia ni Kiongozi Mkuu wa Chama cha ACT-Wazalendo, alisema nafasi ya chama chake bungeni ni upande wa upinzani hivyo atakuwa pamoja na Ukawa.

“Mbowe siku zote amekuwa kiongozi wangu na siwezi kubeza nafasi yake katika kujenga demokrasia nchini. Tulipishana, tulikoseana, tusameheane.

“Mimi binafsi siwezi kuwa mfungwa wa magomvi yetu ya miaka ya nyuma. Nilishasamehe walionikosea na kuomba radhi niliowakosea.

“Tunaweza kupishana kwenye mkakati wa utekelezaji, hatuwezi kupishana kwenye masilahi ya nchi yetu ya kujenga demokrasia na kukataa udikteta.

“Nafasi ya ACT-Wazalendo bungeni ni upande wa upinzani, na hivyo tutakuwa na wenzetu wa upinzani kwenye kujenga hoja zote za kitaifa.

“Mimi nikiwa mbunge wa ACT-Wazalendo, natekeleza kwa vitendo maelekezo ya chama kwa kushirikiana na wabunge wenzangu wa upinzani bungeni.

“Chama chochote makini huweka tofauti binafsi pembeni kwa masilahi mapana ya taifa. Chama cha ACT-Wazalendo kinaamini katika umoja,”alisema Zitto.

Zitto alifukuzwa Chadema na kujiunga na ACT-Wazalendo Machi 21, 2015 chama ambacho hakina ushirikiano na vyama vinavyounda Ukawa, lakini ameonekana kuwa karibu na umoja huo katika vikao vya Bunge la 11 vinavyoendelea mjini Dodoma.

Mwaka 2013, mwanasiasa huyo machachari pamoja na aliyekuwa Mjumbe wa Kamati Kuu Chadema, Profesa Kitila Mkumbo na aliyekuwa Mwenyekiti wa Chadema Mkoa wa Arusha, Samson Mwigamba walifukuzwa kwenye chama hicho, baada ya mfulululizo wa muda mrefu wa mivutano ya uongozi na baadaye wakaanzisha chama cha Alliance for Change and Transparency (ACT) mwaka 2014.

Chadema ilichukua uamuzi huo baada ya Mahakama Kuu Kanda ya Dar es Salaam kutupilia mbali pingamizi la Zitto dhidi ya Kamati Kuu kutojadili uanachama wake.

Magufuli challenges coffee farmers to raise quality, quantity

 PRESIDENT John Magufuli has challenged coffee farmers in Tanzania and elsewhere on the continent to improve the quality and quantity of their produce if they are to compete in the global market.
 
In a speech delivered on his behalf by the Minister for Agriculture, Livestock and Fisheries, Mwigulu Nchemba during the opening of the 14th African Fine Coffee Conference (AFCA) yesterday in Dar es Salaam, the president said coffee cultivation should be taken as a serious commercial venture.
 
The president emphasised that coffee farming should be a profitable business but quality and quantity must be improved.
 
“We are naturally endowed with suitable climate and excellent soils for coffee production, therefore there is no reason for not increasing coffee production both in quality and quantity,” he said
Further, president Magufuli underscored the need for Tanzania as well as other African countries to diversify their coffee markets by promoting local consumption and look beyond the traditional markets. 
 
“New markets are reported growing fast in the booming economies of East Asia such as China and other countries which represent huge market demand because of the growing middle class in these countries you must tap into these,” the president urged. 
 
The president was keen to warn coffee stakeholders that certification and traceability of coffee exports will soon become a pre-condition to sell the product and they must comply. In the same vein, he urged associations like AFCA to support the initiative so the commodity is certified.
 
“You need to strengthen good trade relationship between producers and consumers for the purpose of sustainability of the coffee industry. Producers have always been complaining of being at a disadvantage when it comes to value sharing and this poses a risk to sustainability of the coffee industry,” he warned.
 
The president paid tribute to AFCA noting that since its inception in 2000, its contribution to the coffee sector in member countries has been significant.
 
“Tanzania is highly appreciative of the continued cooperation and support that AFCA and development partners have offered in improving the coffee sector through manpower training, technology sharing and financial support. Without adequate knowledge, technical and financial support in this area, increase in production and quality would not be possible,” he said.
 
Tim Schilling, Executive Director of World Coffee Research said the coffee sector on the continent has greatly improved over the past decade and attributed the improvement to support from Bill & Melinda Gates Foundation and European Union.

Employers unhappy with law covering foreign workers

The Minister of State in the Prime Minister's Office (Policy, Parliamentary Affairs, Labour, Employment, Youth and the Disabled), Ms Jenista Mhagama
 Tanzanian employers have voiced their concern over the high fees they have to pay to secure and even renew working permits for their foreign employees.
 
The employers say such fees have increased the cost of doing business in the country, urging the government to review them.
 
They also insist that there are some ‘key’ technical jobs and roles that can be better done by foreigners than locals.
 
“We are faced with a heap of challenges which, honestly speaking, continue to make it very complicated to run a business in Tanzania,” stated Dr Aggrey Mlimuka, executive director of the Association of Tanzania Employers (ATE).
 
Opening a seminar for ATE members here yesterday, Dr Mlimuka said although the association was committed to creating more jobs in the country, the existing local business environment made it difficult to do so.
 
He cited legislation like the Non-Citizens (Employment) Regulations Act of 2015 which, according to him, was extremely unpopular among employers.
“At the risk of being labeled anti-local, we as an association would love to see more relaxed labour and migration laws for foreigners working in the country, vis-à-vis the lack of qualified Tanzanians in specialised fields of work,” he said.
 
Towards the end of last year, the minister responsible for, among other things, labour and employment, Jenista Mhagama, issued a 14-day notice for local companies engaging foreign workers to ensure all of them had valid permanent work permits. 
 
She said the government was acting on reports of foreigners working in the country without valid work permits, or using ‘carry on temporary assignment’ permits.
 
“We would like to inform all employers in the country that under the Non-Citizens (Employment) Regulations Act of 2015, only the Labour Commissioner has the authority to issue work permits and no other person,” Mhagama asserted in a public notice published by the local media.
 
She reminded employers that persevering with foreign workers without valid work permits or holding only ‘carry on temporary assignment’ permits was against the country’s immigration laws.
 
Said Dr Mlimuka: “At the end of the day, it shouldn’t matter where the expertise is coming from, since the issue at hand is a committed workforce in general which contributes towards the development of our country.” 
The ATE boss also expressed concern over the Skills and Development Levy, saying it was too high compared to other countries within the East African Community.
 
According to Dr Mlimuka, ATE has for the past couple of years lobbied for the levy to be further reduced from the current 5 per cent of gross employee salary emoluments. It originally stood at 6 per cent before being pruned to 5 in the 2013/14 financial year.
 
“We strongly believe that reducing the levy further, say from 5 per cent to 2 per cent, will greatly stimulate compliance and encourage formal business, thereby broadening the tax base,” he said, noting that in Kenya the levy stood at only one per cent while it was non-existent in Uganda.
 
Another law he cited as needing amendment was the Employment and Labour Relations Act of 2004, particularly in regard to guidelines on how to treat breastfeeding working mothers.
 
Whereas the law is clear on the duration and frequency of maternity leaves, Dr Mlimuka said it was still vague on the issue of when mothers should be given time off for breastfeeding and how much time they should be allowed.
 
He noted that the issue was considered counter-productive by many employers who, as a result, were often hesitant to hire female employees over males.
 
Representing over 1,300 members from various job sectors in the country, ATE looks out for the interests of employers in matters covering labour relations.
